Games refereed comes first. Two wild matches can make someone look strict. A full season of them is a habit. After the sample, I look at the rate, then the fixture. A derby with a busy official is a different cards price to a nothing game with the same name on the teamsheet.
The teams still matter. Some sides foul regardless of who is refereeing. The form guide has that side of it: yellows, cards for, and reds over the recent games, rather than the referee's whole career.

Does a high cards referee mean the over wins?
It means their games have produced more cards than average. The price may already know that. If the over is short enough, the strict referee is in the odds and there is nothing left to take.
